Leadership Development
Theory of Action
If the Office of Leadership Development and School Improvement implements a system of support to foster the growth and retention of effective leaders that is grounded in rigorous standards, valid and reliable evaluations, and research-based practices, then the Office of Leadership Development and School Improvement will:
-
cultivate a common understanding of effective and equitable leadership practices in school systems;

equip local school system leaders with the skills and knowledge to support the implementation of effective and equitable practices; and
-
establish clear expectations and supports required for school leaders to ensure equitable access to a high-quality education that fosters the success of each students.
The Office of Leadership Development and School Improvement is in the process of improving the teacher and principal evaluation system in Maryland. Revisions will focus on improving the professional practice domains for the teacher evaluation system and student growth measures for the teacher and principal evaluation system.
Phase I: Teacher and Principal Evaluation Improvement Workgroup convened to inform improvements to the evaluation system focusing on the professional practice domains for teachers and student growth measures for teachers and principals. A workgroup summary report is available to review.
Teacher Principal Evaluation Improvement Workgroup resources: workgroup participants, agendas, PowerPoints, and resources are available for download.
Phase II: Proposed revisions to the Code of Maryland Regulation(COMAR) for teacher and principal evaluation are shared at regional meetings and briefings. Participants and stakeholders provided feedback and input.

Maryland's Professional Standards for Educational Leaders Rubric and Evaluation Guidebook
The Office of Leadership Development and School Improvement in collaboration with stakeholders developed a rubric to support principal evaluations. The purpose of the rubric is to inform professional learning experiences for principals that will elevate their professional practice by identifying areas of promise and opportunities for growth within in each standard. The rubric provides a common language and clear expectations of a highly effective, effective, developing, and ineffective school leader. The Principal Evaluation Guidebookis a resource that principal supervisors can use in collaboration with principals to support implementation of the Professional Standards for Educational Leaders Rubric to enhance the overall performance and effectiveness of principals.
Customized Support
Kent County Public Schools
On January 16, 2019, the Maryland State Department of Education facilitated customized professional learning experience focused on effective evaluation practices for administrators and supervisors. The Professional Standards for Educational Leaders (PSEL) Rubric and the Principal Evaluation Guidebook were reviewed.
Towson University - Department of Instructional Leadership and Professional Development
On February 4, 2019, the Maryland State Department of Education provided a professional learning experience focused on Maryland's Teacher and Principal Evaluation system. The Professional Standards for Educational Leaders (PSEL) Rubric and the Principal Evaluation Guidebook were reviewed.
Garrett County Public Schools
On February 7, 2019, the Maryland State Department of Education facilitated a work group with Garrett County administrators and supervisors focused on Maryland's Principal Evaluation system. The Professional Standards for Educational Leaders (PSEL) Rubric and the Principal Evaluation Guidebook were discussed as members of the work group revised their principal evaluation tool.
Evaluator Training Resources and Tools
The Office of Leadership Development and School Improvement partnered with Insight Education Group to facilitate evaluator training for school leadership teams. The purpose of the training was to provide a common foundation for effective evaluation practices. School system leaders are encouraged to use the evaluator training resources found on this site to support evaluation in their schools.

Professional Standards for Educational Leaders (PSEL) Videos
This video series was created to support educational leaders in unpacking the Professional Standards for Educational Leaders. The four-part series was developed in partnership with the Mid-Atlantic Comprehensive Center at WestEd.

The Reflection Sheet is designed to accompany the webinar to provide the viewer with an opportunity to reflect on the webinar content and improve professional practice. Completion and submission of the Reflection Sheet for each webinar is required for Promising Principals' Academy participants seeking continuing professional development credit.

Student Learning Objectives Guidance Resources
Student growth measures account for 50% of teacher and principal evaluations. The predominate measure of student growth is student learning objectives. The Office of Leadership Development and School Improvement partnered with the Community Training and Assistance Center to create resources that support the development and implementation of effective student learning objectives.

Leadership Coaching
Leadership coaching is a professional learning experience for school leaders aimed at enhancing their professional practice to improve school performance. Leadership coaching is a strategy used by the Office of Leadership Development and School Improvement that supports Maryland administrators to apply the Professional Standards for Educational Leaders to their work. Coaching provides school leaders with customized support that is tailored to meet their professional needs in a risk-free and non-evaluative environment. Leadership coaching is designed to provide a customized professional learning experience for a school leader that leads to measurable improvement in performance and improved student outcomes in the schools in which they lead.
The Maryland State Department of Education’s Leadership Coaching Guide was developed to provide common foundation and clear expectations for the implementation of effective coaching practices. This guide is designed to help Maryland State Department of Education Leadership Coaches and principal supervisors foster the growth of effective school leaders.
