Rating Scale and Scoring

Criteria for evaluation are used to determine the quality of an English Language Arts or mathematics curriculum. They include:

  • Full alignment with the Maryland College-and Career-Ready Standards

  • Addresses key shifts in English Language arts and mathematics

  • Instructional supports to build proficiency and independence

  • Assessment design and purpose

  • Coherence across and within grade levels and courses

  • Alignment among standards, tasks, outcomes, and performance expectations

Three Phases of Curriculum Vetting

Phase I

Certificated Maryland educators and higher education representatives vetted 20%-25% of the assigned curriculum. Report writers synthesized findings into a comprehensive report. 

Phase II

The comprehensive curriculum vetting reports identified areas of promise, opportunities for growth, and recommendations for improvement. Ratings were assigned using a rubric that contained four criteria for high-quality curriculum. 

Phase III

Local school systems revised curriculum to address criteria that received a rating of 2 or lower. All revised curriculum is reviewed by the Maryland State Department of Education to substantiate adherence to the recommendations published in curriculum vetting reports and to validate the revised ratings.
