Theory of Action
If the Maryland State Department of Education implements a system of support for continuous improvement with local school system and school leaders in alignment with effective practices for improving school performance, then local school system and school leaders will be equipped with the skills, knowledge, and resources to make data-informed decisions to identify and implement evidence-based solutions to improve student achievement.
The type of support, shown in the graphic below, provided is informed by data and grounded in the Four Domains of Rapid School Improvement Framework.
