Theory of Action: If the Maryland State Department of Education implements a system of support for continuous improvement to local school system leaders in alignment with effective practices for improving school performance, then local school systems leaders will be equipped with the skills, knowledge, and resources to make data-informed decisions to identify and implement evidence-based solutions that address the root causes of school performance to improve student achievement.
