Title I Program Resources
Full Title I Program information is available on the Maryland Public Schools
All schools identified as Comprehensive Support and Improvement (CSI) schools have access to multiple resources including the CSI School Needs Assessment and Intervention Plan template, the Budget Narrative template, and the CSI School Needs Assessment and Intervention Plan Approval Rubric. Note: Root Cause Analysis is a required step under ESSA for all schools identified for comprehensive support and improvement. The root cause analysis is conducted by a 3rd party external stakeholder using a research-based protocol. The protocol and associated tools will be made publicly available.
These documents are required for use by CSI schools and can be used by Targeted Support and Improvement (TSI) schools and/or Title I, Part A programs at the discretion of the school system.

The Every Student Succeeds Act (ESSA) requires that activities, strategies, practices, programs, or interventions, collectively referred to as "interventions", be evidence-based since they are proven to positively impact student achievement. In short, "interventions" have evidence to show they are effective at producing the desired outcome.
Interventions for Title I, Part A must fall under Level I, II, or III. See Figure 2.
